PORTSMOUTH — When former police chief Lou Ferland retired last month after 30 years on the job, he took advantage of a legacy benefit which allowed him to cash out his unused sick and vacation time.

Also eligible to turn her unused time off into cash when she retired last month, former deputy city manager Cindy Hayden received a payout of $63,772, according to the city’s human resources office.
